How exactly are the ratings of movies and games comparable?

well who decides what is taboo that binds it a little together but
the ratings in movies is so arbritrarry controlled by what i understood as mostly non collage educated people who are not elected but gifted for life. aka kings and queens who are acountable to no one for justifying thier ratings
ok games and movies are not 100% interrelated. infact gaming ratings are probably more transparent and logicaly acceptable but still
I dont know i think of it as a freedom issue.
